Mission Statement
It is the duty of the Finance Department to maintain the fiduciary responsibility to its citizens to carefully account for public funds, manage municipal finances wisely and plan for the adequate funding of services desired by the public, including the provision and maintenance of public facilities that impact the quality of life of Plano residents.

Finance Reports

The Comprehensive Annual Financial Report gives a detailed explanation of the City of Plano’s revenues and expenditures and enables the public to gain an understanding of the City’s financial condition. The City has received the Certificate of Achievement for Excellence in Financial Reporting for 34 consecutive years for the preparation of this report.

The Comprehensive Monthly Financial Report (CMFR) provides an overview of the City of Plano’s revenues and expenditures as well as economic trends and investment portfolio data.

The Quarterly investment Report provides a detailed listing of the City’s portfolio, performance measures and activity during the period. The Report also contains the statement that the City of Plano is in compliance with the Public Funds Investment Act and the City’s Investment Policy and strategies.

The Popular Annual Financial Report (PAFR) is a report that summarizes and simplifies the statistical, economic and financial information contained in the Comprehensive Annual Financial Report (CAFR).

OMB Circular A-133 Single Audit
The City of Plano receives federal funds and is therefore, subject to audit requirements referred to as a Single Audit. The Single Audit is to promote sound financial management, including effective internal controls with respect to federal awards.

The official statement is a document prepared by the City of Plano in connection with a primary offering that discloses material information on the offering of Certificates of Obligations, Tax Anticipation Notes, Revenue Bonds, and General Obligation Bonds.  The Official Statement includes information regarding the purposes of the issue, how the securities will be repaid, and the financial and economic characteristics of the City of Plano.
