Permit Application and Fees

Taxicab and limousine drivers who plan to operate said vehicle within Plano first need to obtain a Certificate of Operating Authority if the business does not already have a Certificate of Operating Authority issued from either the City of Dallas or Dallas-Fort Worth Airport. Please contact our Permits Coordinator via email or at 972-941-2507 if you wish to obtain a City of Plano Certificate of Operating Authority.

Taxicab and Limousine Driver’s Permits are issued from the Permits Coordinator. Each taxicab and limousine driver is required to complete the driver’s permit application every two years.

 Business Solicitor's Permit Application Process:

  1. Step One: Complete a Taxicab and Limousine Driver’s Permit Application.
  2. Step Two: Print. sign, and send the completed permit application to the permits coordinator.

  3. Step Three: In addition, a photo copy of one’s government-issued ID as well as provide proof of U.S residency if they indicate they are not a U.S Citizen will be required.

 Acceptable ID Documents:

  •  Current Driver's License
  •  Current United States passport
  •  Foreign Passport WITH current Work Visa for sponsoring company indicated

 Unacceptable ID Documents:

  •  Expired Driver's License
  •  Expired United States passport
  •  Foreign Passport WITHOUT current Work Visa for sponsoring company
  •  Social Security Card

NOTE: If you are not a U.S Citizen, you must be able to provide the required issuance of either an EAD or Residency Card to verify legal U.S residency.

Samples of acceptable documents if you are not a U.S Citizen:

  •  Permanent Resident Card or Alien Registration Receipt Card (Form I-551)

Foreign passport that contains a temporary I-551 stamp or temporary I-551 printed notation on a machine-readable immigrant visa (MRIV) [Note that this document is subject to reverification.]

 Employment Authorization Document (Card) that contains a photograph (Form-I-766)

Foreign passport with Form I-94 or Form I-94A, Arrival/Departure Report bearing the same name as the passport and containing an endorsement of the alien’s nonimmigrant status that authorizes such alien to work for a specific employer incident to this status. This document may only be used if the period of endorsement has not yet expired and the proposed employment does not conflict with any restrictions or limitations listed on Form I-94 or I-94A, Arrival/Departure Report.

NOTE: Driver applicants are required to reapply once the current issued permit expires. The City of Plano does not offer certificate of operating authority and/or driver’s permit auto-renewal nor the option to extend a permit past its' expiration date.
