Jack Carr, Deputy City Manager for the City of Plano, has more than three decades of experience in municipal government. He has oversight of the Development Services Departments which include the Planning Department, Engineering Department, Building Inspections Department, Public Works Department, Neighborhood Services Department, Parks & Recreation Department and Special Projects Department. These departments review development proposals and monitor development activity to ensure what is constructed is in compliance with the proper standards. Most of the projects in the City’s Community Investment Program are administered and maintained by these departments. The Engineering Department’s responsibilities include service, maintenance and construction of our public buildings. The Public Works Department includes Environmental Waste Services, Fleet Services and the operation and maintenance of the streets, drainage, traffic control systems, water system and wastewater systems. The Parks & Recreation Department is responsible for the park and recreation systems as well as construction of park projects and recreation facilities.
Prior to being Deputy City Manager, Jack was the Director of Engineering for the City of Plano for two years and was the Director of Engineering for the City of McKinney for 28 years.
Jack is a life member of both, the American Public Works Association and the American Water Works Association. He is a registered professional engineer in the State of Texas and received his Bachelor of Science degree in Civil Engineering from the University of Illinois.
